"মুজিব বর্ষ ও রূপকল্প-২০৪১"

জাতির জনক বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মশতবার্ষিকী উপলক্ষে ঘোষিত 'মুজিববর্ষ উদযাপনের মহাপরিকল্পনা নিয়েছে সরকার। এ উপলক্ষে বছরজুড়ে দেশ-বিদেশে ২৯৮টি আয়োজনের সিদ্ধান্ত প্রায় চূড়ান্ত হয়েছে। 

প্রধানমন্ত্রী ও আওয়ামী লীগ সভাপতি শেখ হাসিনা ২০১৮ সালের ৬ জুলাই আওয়ামী লীগের এক যৌথ সভায় জাতির পিতার জনন্মশতবার্ষিকী উপলক্ষে 'মুজিববর্ষ উদযাপনের ঘোষণা দেন। স্বাধীন বাংলাদেশের স্থপতি বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্মশতবার্ষিকী আগামী ১৭ মার্চ। তাই সরকার ২০২০ সালের ১৭ মার্চ থেকে ২০২১ সালের ১৭ মার্চ 'মুজিববর্ষ উদযাপনের ঘোষণা দিয়ে উচ্চপর্যায়ের দুটি কমিটি গঠন করে। প্রধানমন্ত্রী শেখ হাসিনার নেতৃত্বে ১০২ সদস্যের জাতীয় উদযাপন কমিটি এবং জাতীয় অধ্যাপক ও নজরুল গবেষক রফিকুল ইসলামের নেতৃত্বে ৬১ সদস্যের জাতীয় বাস্তবায়ন কমিটি গঠন করা হয় । দেশের বাইরেও সাড়ম্বরে উদযাপিত হবে জন্মশতবার্ষিকী ও মুজিববর্ষের আনন্দ আয়োজন। ইউনোস্কোও বাংলাদেশের সঙ্গে যৌথভাবে মুজিববর্ষ উদযাপনের ঘোষণা দিয়েছে। গত ২৫ নভেম্বর প্যারিসে ইউনেস্কো সদর দপ্তরে সংস্থার ৪০তম সাধারণ অধিবেশনে সর্বসম্মতভাবে এ সিদ্ধান্ত হয়। ফলে জাতির পিতার জন্মশতবার্ষিকী উদযাপন আন্তর্জাতিক রূপ পেয়েছে।

জমকালো উদ্বোধনঃ মুজিববর্ষের অনুষ্ঠানমালা শুরু হবে আগামী ১৭ মার্চ থেকে। এই দিন সূর্যোদয়লগ্নে ঢাকাসহ দেশের বিভিন্ন স্থানে সেনাবাহিনীর তোপধ্বনি ও বিকেলে রাজধানীর তেজগাঁওয়ের জাতীয় প্যারেড গ্রাউন্ডে বর্ণাঢ্য উদ্বোধন অনুষ্ঠান হবে। অনুষ্ঠানে বঙ্গবন্ধুর ব্যক্তি ও কর্মজীবন নিয়ে হলোগ্রাফিক উপস্থাপনা ও থিম সং পরিবেশিত হবে। এ ছাড়া জন্মশতবার্ষিকীর বিভিন্ন স্মরণিকা ও স্মারক বক্তৃতা প্রকাশ এবং দেশি-বিদেশি শিল্পীদের সমন্বয়ে সাংস্কৃতিক অনুষ্ঠান পরিবেশিত হবে। মূল অনুষ্ঠানের পর থাকবে আতশবাজি। জন্মশতবার্ষিকী অনুষ্ঠানে বিভিন্ন দেশের সরকার ও রাষ্ট্রপ্রধান, বঙ্গবন্ধুর সমসাময়িক সময়ের রাজনীতিবিদ ও সামাজিক ব্যক্তিত্বদের আমন্ত্রণ জানানো হবে। 

দেশ-বিদেশে নানা আয়োজনঃ জাতির পিতার জন্মশতবার্ষিকী উপলক্ষে ১৮ মার্চ ডাকা হবে জাতীয় সংসদের বিশেষ অধিবেশন, যেখানে বিভিন্ন দেশের আমন্ত্রিত অতিথিরা যোগ দেবেন। বছরজুড়ে ২৯৮টি অনুষ্ঠানমালায় আরও রয়েছে আনন্দ আয়োজন, সেবা ও উন্নয়নের বিষয়গুলোর প্রচার, পূর্ণদৈর্ঘ্য ও স্বল্পদৈর্ঘ্য চলচ্চিত্র এবং প্রামাণ্যচিত্র নির্মাণ ও প্রদর্শন, আন্তর্জাতিক প্রকাশনা, বঙ্গবন্ধুর নামে একটি আন্তর্জাতিক পুরস্কার প্রবর্তন ও 'গ্রিন ফ্যাক্টরি অ্যাওয়ার্ড প্রদান, বঙ্গবন্ধুর প্রতিকৃতি গিনেস ওয়ার্ল্ড রেকর্ডসে অন্তর্ভুক্তকরণ এবং বাংলা ও ইংরেজিতে জন্মশতবার্ষিকী স্মারকগ্রন্থ প্রকাশ। ইউনেস্কোয় বঙ্গবন্ধুর নামে পুরস্কার প্রবর্তনে পররাষ্ট্র মন্ত্রণালয় ব্যবস্থা নেবে। ইউনেস্কোয় জন্মশতবার্ষিকীও উদযাপন করা হবে। 

ইউনিভার্সিটি অব লন্ডন ও বিশ্বভারতী বিশ্ববিদ্যালয়সহ বিদেশের আরও পাঁচটি বিশ্ববিদ্যালয়ে বঙ্গবন্ধু চেয়ার, বঙ্গবন্ধুর বিষয়ে গবেষণার জন্য যুক্তরাজ্যের কেমব্রিজ ইউনিভার্সিটি ও কানাডার ম্যাকগিল বিশ্ববিদ্যালয়ে বঙ্গবন্ধু সেন্টার এবং লন্ডনের মাদাম তুসো জাদুঘর ও জাতিসংঘ সদর দপ্তরে বঙ্গবন্ধুর ভাস্কর্য স্থাপনের উদ্যোগ নেওয়া হয়েছে। নিউইয়র্কে বাংলাদেশ স্থায়ী মিশন 'মুজিব ফেলোশিপ অ্যান্ড ইন্টার্নশিপ' প্রোগ্রাম চালু করবে। 

আন্তর্জাতিক প্রকাশনা ও অনুবাদের মধ্যে রয়েছে ইংরেজিতে ছবি, স্কেচ ও আলোকচিত্র নিয়ে 'কফি টেবিল', 'শেখ মুজিব লাইফ অ্যান্ড টাইমস' ও 'বায়োগ্রাফি অব বঙ্গবন্ধু শেখ মুজিব' এবং বঙ্গবন্ধুর চীন সফর নিয়ে অনুবাদগ্রস্থ প্রকাশ। এ ছাড়া বঙ্গবন্ধুর নির্বাচিত ভাষণ ইংরেজি ছাড়াও বিভিন্ন ভাষায় অনুবাদ এবং জাতির পিতার জীবনীভিত্তিক অ্যালবামসহ ১০০টি প্রকাশনা বের করার পরিকল্পনা রয়েছে। বিদেশের গুরুত্বপূর্ণ পত্রিকায় প্রকাশিত ২৬ মার্চ প্রথম প্রহরে বঙ্গবন্ধুর স্বাধীনতার ঘোষণা সংগ্রহ ও প্রকাশ করা হবে। আগামী বছরের অমর একুশে গ্রন্থমেলা বঙ্গবন্ধুকে উৎসর্গ করা হবে। জনন্মশতবার্ষিকী উপলক্ষে এ বছরের নভেম্বরে ঢাকা আন্তর্জাতিক বইমেলা ছাড়াও গাজীপুরের মৌচাকে বিশেষ আন্তর্জাতিক স্কাউট জাম্বুরি আয়োজিত হবে। 

সাহিত্য-সাংস্কৃতিক ও ক্রীড়া আয়োজনঃ চলতি বছরের ১৭ মার্চ থেকে আগামী বছরের ১৭ মার্চ সারাদেশে এক হাজার ডিজিটাল ডিসপ্লেসহ বিদেশের বড় বড় শহরে ডিজিটাল স্ক্রিন স্থাপন করে বাংলাদেশ ও বঙ্গবন্ধুর ওপর বিভিন্ন কনটেন্ট প্রচার এবং প্রত্যন্ত অঞ্চল পর্যন্ত অডিও ভিজ্যুয়াল প্রদর্শন করা হবে। ইউটিউব ও ফেসবুকসহ সামাজিক যোগাযোগ মাধ্যমগুলোয় আপলোড করা হবে বঙ্গবন্ধুকে নিয়ে নির্মিত কনটেন্ট। সরকারি-বেসরকারি টিভি চ্যানেলগুলোয় জাতীয় সংবাদে জাতির পিতার নির্বাচিত ভাষণের অংশবিশেষ ও জন্মশতবার্ষিকীর খবর প্রচারিত হবে। বঙ্গবন্ধুর নামে একটি আর্কাইভ স্থাপন করা হবে, যেখানে তাকে নিয়ে প্রকাশিত সব লেখা ও অডিও-ভিডিও প্রকাশনাগুলো থাকবে। 

দেশের সব লাইব্রেরিতে বঙ্গবন্ধু ও মুক্তিযুদ্ধ কর্নার স্থাপন, ট্রেন ও জাহাজ জন্মশতবার্ষিকীর লোগো/ট্যাগলাইন দিয়ে সজ্জিত এবং বিনামূল্যে ভ্রমণের বিশেষ ট্রেনসেবা চালু করা হবে। হালদা নদীকে 'বঙ্গবন্ধু মৎস্য হেরিটেজ' ঘোষণা করা হবে। জীবিতমুক্তিযোদ্ধাদের নিয়ে নানা আয়োজন ও সারাদেশে জেলা-উপজেলায় সপ্তাহব্যাপী 'মুজিবমেলা'র আয়োজন হবে। বঙ্গবন্ধুর স্মৃতিবিজড়িত বিভিন্ন ঘটনা ও স্থান নিয়ে ৬৪ জেলায় চিত্রায়িত 'আমাদের বঙ্গবন্ধু' শিরোনামে ৬৪টি অনুষ্ঠান নির্মাণ ও প্রচার করা হবে। বিভিন্ন দেশের বাংলাদেশ দূতাবাস সাংস্কৃতিক অনুষ্ঠান, প্রদর্শনী ও মেলার আয়োজন করবে। সুবিধাজনক সময়ে নিউইয়র্কের ম্যাডিসন স্কয়ার বা সেন্ট্রাল পার্ক ও লন্ডনের রয়্যাল অ্যালবার্ট হলে কনসার্ট আয়োজন করা হবে। 

ক্রীড়ামোদী ও কৃতী খেলোয়াড় বঙ্গবন্ধুর নামে মুজিববর্ষে আন্তর্জাতিক গোল্ডকাপ ফুটবল ও দুটি আন্তর্জাতিক টি২০ ক্রিকেট ম্যাচ এবং আন্তর্জাতিক ফিজিক্যালি চ্যালেঞ্জড (প্রতিবন্ধী) ক্রিকেট টুর্নামেন্ট ছাড়াও প্রায় সব ধরনের খেলার ওপর আন্তর্জাতিক এবং জাতীয় ও জেলা-উপজেলা পর্যায়ে টুর্নামেন্ট ও প্রতিযোগিতার আয়োজন করা হবে। 

দিবসভিত্তিক আয়োজনঃ ২৫ মার্চ গণহত্যা দিবস, ২৬ মার্চ স্বাধীনতা দিবস, ১৭ এপ্রিল মুজিবনগর সরকার দিবস, ৭ জুন হয় দফা দিবস, ৮ আগস্ট বঙ্গমাতা শেখ ফজিলাতুগ্ৰেছা মুজিবের জন্মবার্ষিকী, বঙ্গবন্ধুর 'জুলি ও কুরি' পদকপ্রাপ্তি দিবস, ত নভেম্বর জেলহত্যা দিবস এবং ১৪ ডিসেম্বর শহীদ বুদ্ধিজীবী দিবসে থাকবে আলোচনা সভা, সেমিনারসহ নানা আয়োজন | ১৬ ডিসেম্বর মহান বিজয় দিবস পালন করা হবে জাকজমকভাবে। ২৩ জুন আওয়ামী লীগের ৭১তম প্রতিষ্ঠাবার্ষিকীতে রাজধানীর ঐতিহাসিক রোজ গার্ডেনে আন্তর্জাতিক সেমিনার এবং সোহরাওয়ার্দী উদ্যানে সমাবেশ ও আনন্দ শোভাযাত্রার আয়োজন করা হবে। জাতীয় শোক দিবস উপলক্ষে আগস্ট মাসজুড়ে থাকবে জাতীয় উদযাপন কমিটি ও আওয়ামী লীগের নানা আয়োজন। ১৯৬৮ সালের ২৩ ফেব্রুয়ারি জাতির পিতাকে 'বঙ্গবন্ধু' উপাধি দেওয়া হয়। দিনটি স্মরণে ২০২১ সালের ২৩ ফেব্রুয়ারি সোহরাওয়ার্দী উদ্যানে আলোচনা সভা, সাংস্কৃতিক অনুষ্ঠান ও প্রদর্শনীর আয়োজন করা হবে। এই বছারের ৭ মার্চ বঙ্গবন্ধুর ঐতিহাসিক ভাষণের দিন থেকে সাত দিনের কর্মসূচি ও জয় বাংলা কনসার্টের আয়োজন করা হবে। 

এ ছাড়া ১৯৭৪ সালের ২৫ সেপ্টেম্বর জাতিসংঘের সাধারণ অধিবেশনে বঙ্গবন্ধু সর্বপ্রথম বাংলায় ভাষণ দেন। দিনটি স্মরণে আগামী ২৫ সেপ্টেম্বর নিউইয়র্কে জাতিসংঘ সদর দপ্তরে বঙ্গবন্ধুর বাংলায় ভাষণ প্রদানের গুরুত্ব ও তাৎপর্য নিয়ে আলোচনা এবং বাংলাদেশেও আলোচনা ও সেমিনার হবে। ওই দিন টেলিভিশন, বেতার ও সামাজিক যোগাযোগমাধ্যমে বঙ্গবন্ধুর ভাষণটি প্রচার করা হবে।

 রূপকল্প-২০৪১ঃ উন্নত দেশে যেতে রূপকল্প ২০৪১ এর রোডম্যাপ বা পথচিত্র তৈরি করেছে সরকার। আগামী ২০ বছরের জন্য অর্থনৈতিক ব্যবস্থাপনায় এমন সব সংস্কার কর্মসূচি নেওয়ার পরিকল্পনা করা হয়েছে যার ফলে সার্বিক অর্থনীতিতে বাছ ধরনের পরিবর্তন সূচিত হবে। ফলে ওই সময়ে বার্ষিক জিডিপি প্রবৃদ্ধি হবে ৯.৯ শতাংশ। মানুষের গড় মাথাপিছু আয় গিয়ে ঠেকবে সাড়ে ১২ হাজার ডলারে। চরম দারিদ্র্য বলতে কিছু থাকবে না। অর্থাৎ তা শূন্যে নেমে আসবে। মাঝারি দারিদ্র্যও কমে আসবে ৫ শতাংশের নিচে। পরিকল্পনা মন্ত্রণালয়ের সাধারণ অর্থনীতি বিভাগের তৈরি প্রেক্ষিত পরিকল্পনা ২০২১-২০৪১ এর সারসংক্ষেপ থেকে এসব তথ্য জানা গেছে। 

ওই সারসংক্ষেপে বলা হয়, উচ্চ প্রবৃদ্ধি, কর্মসংস্থান এবং দারিদ্র্যমুখী দেশ গড়ে উঠে টেকসই সামষ্টিক অর্থনৈতিক স্থিতিশীলতার ওপর। এ জন্য প্রয়োজন ফলপ্রসূ করব্যবস্থা ও ব্যয় সংকোচন নীতিমালা। তার সঙ্গে যোগ হয় সঞ্চয়, সুশাসন, গণতন্ত্রায়ণ, বিকেন্দ্রীকরণ ও সক্ষমতা বৃদ্ধি। প্রতিষ্ঠানের উৎপাদনশীলতা, পরিবহণ, বাণিজ্য, জ্বালানি ও গুণগত বিনিয়োগ। এর সঙ্গে আরো অনেক কিছুর মেলবন্ধন ঘটিয়ে গড়ে উঠে একটি উন্নত দেশের ভিত্তি। এ লক্ষ্যে চারটি প্রধান প্রাতিষ্ঠানিক স্তম্ভের কথা বলা হয়েছে। এগুলো হলো বলা হয়, এসবে ভর করেই এগোবে উন্নত বাংলাদেশ। আর তখন বর্তমানের কর-জিডিপি অনুপাত ৯ শতাংশ থেকে তা পৌঁছে যাবে ১৭ শতাংশে। এ লক্ষ্যে বাড়বে করের পরিধি, পরোক্ষ করের ওপর নির্ভরতা কমে প্রত্যক্ষ কর বিশেষ করে আয়কর ও ভ্যাট আদায় বাড়ানো হবে। মূল্যস্ফীতি সাধারণ মানুষকে বেশি আক্রান্ত করে। তাই ২০৪১ সালে মূল্যস্ফীতির হার কমিয়ে ৪ থেকে ৫ শতাংশের মধ্যে রাখা হবে। 

বাণিজ্য কাঠামোও ব্যাপকভাবে পরিবর্তন আনা হবে। পোশাক খাতে যেভাবে প্রণোদনা দেওয়া হচ্ছে, একই ভাবে অন্য খাতে প্রণোদনা দিয়ে রপ্তানি বহুমুখীকরণ শক্তিশালী করা হবে। উৎপাদন, বণ্টন থেকে শুরু করে জাহাজীকরণ পর্যন্ত সর্বস্তরে একটি সহজ, সুন্দর প্রাতিষ্ঠানিক কাঠামো গড়ে তোলা হবে। বর্তমানে যেভাবে একটি শক্ত বৈদেশিক মুদ্রার রিজার্ভ গড়ে তোলা হয়েছে, এ ধারা আরো শক্তিশালী করা হবে। 

বিনিয়োগকে ওই রূপকল্পেও বিশেষ গুরুত্ব দেওয়া হয়েছে। তা গড়ে ৩৫ শতাংশে নিয়ে যাওয়া হবে। অভ্যন্তরীণ সঞ্চয়, উচ্চ রেমিট্যান্স প্রবাহ ও প্রত্যক্ষ বৈদেশিক বিনিয়োগের মাধ্যমে এটা করার ওপর জোর দেওয়া হয়েছে। কৃষি খাতে যে প্রবৃদ্ধির ধারা বিশেষ করে চালের যে উচ্চ উৎপাদন প্রবৃদ্ধি তা আরো বেগবান করা, মৎস্য ও প্রাণিসম্পদের উন্নয়নেও বহুমুখী কার্যক্রমের কথা বলা হয়েছে সারসংক্ষেপে। 

দেশ যত উন্নত হবে, ক্রমেই কমে আসবে বাণিজ্যসুবিধা। বিশেষ করে শুল্কমুক্ত সুবিধা সংকুচিত হবে। সারমর্মে বলা হয়েছে, ২০১৭ সালের পর বার্ষিক রপ্তানি কমবে ১১ শতাংশ, যা টাকার অঙ্কে ছয় বিলিয়ন ডলার। এ ছাড়া ২০১৪ সালের পরডাব্লিউটিওর অনেক ছাড়ও কমে যাবে। তখনকার ক্ষতি পুষিয়ে নিতে কার্যকর পরিকল্পনা সে। উচ্চ জিডিপি অর্জনে তখন নারীদের আরো কাজের সুযোগ করে হবে। পোশা আরো বেশি কর্মসংস্থান করা হবে। 

বিদ্যুৎ ও জ্বালানি খাতে এমন ব্যবস্থা নেওয়া হবে যাতে ২০ म গান ৯২ জন এটি নিদ্যুৎ উৎপাদন হবে এবং ডিজিটাল সুবিধার ব্যাপক প্রসার ঘটানো হবে। প্রযুক্তি ব্যবহারের ফলে এই সময়ে বেসরকারি খাত ও অধি উৎপাদনশীল ও প্রতিযোগিতামূলক হবে। কৃমি, ম্যানুফ্যাকচারিং থেকে শুরু করে স্বাস্থ্য পরিচ, বুদ্ধিমত্তা, বোনটির থ্রি ডি মেটাল প্রিন্টিং প্রযুক্তি ছড়িয়ে দেওয়া হবে। এতে ব্যাপকভাবে কর্মসংস্থান বা ইয়ে শিল্পবিপ্লবে সম্ভাব্য ক্ষতির চেয়ে বরং উপকার বাড়বে ৫০ শতাংশ। একই ভাবে উৎপাদন উপকরণ থেকে অর্থনৈতিক প্রবৃদ্ধির অবদান ০.৩ শতাংশে উন্নীত করা হবে ৪.৫ শতাংশে। 

নগরায়ণে ব্যাপক কর্মসূচি ও পরিকল্পনা করা হয়েছে রূপকল্প ২০৪১ এর জন্য। বলা হয়েছে, এ খাতে বিনিয়োগ কর্মসূচি জিডিপির ২.৪ শতাংশ থেকে ২০৩১ সালে ৫ শতাংশ এবং ২০৪১ সালে তা ৭ শতাংশে নিয়ে যাওয়া হবে। একই সময়ে জনসংখ্যার গুণগত মানোন্নয়ন করা হবে যাতে তা অর্থনৈতিক শক্তিতে রূপান্তরিত হয়। তখন না হবে শতভাগ, ১২ বছর বয়সীদের জন্য সর্বজনীন অবৈতনিক শিক্ষণ, সর্বজনীন সাশ্রয়ী স্বাস্থ্যবীমা ও সবার জন্য পুষ্টি ও খাদ্য নিরাপত্তা নিশ্চিতে ব্যাপক কার্যক্রমও নেওয়া হবে। (সংকলিত)

The essay is all about stateless people and stateless people are those who virtually have no nation. Actually the statement is referring to the Muslim minority in the Myanmar as there is a ongoing judgment in the international court of justice. In the present time, Rohingya people are the stateless people who are now living in Bangladesh. They are forced to come Bangladesh to take shelter. Now, we will discuss the justice for the Rohingya people. 

Hearings that held at the International Court of Justice (ICJ) is seeking guarantees of basic protection for Myanmar's Rohingya Muslims arguably offer only symbolic hope to this long- suffering community. Yet, the lengthy legal process at the Hague Court on the plight of thousands forcibly exiled in refugee camps in Bangladesh is key to forcing accountability on Yangon. The case brought by Gambia, a tiny west African state, on behalf of the Organization of Islamic Cooperation, pertains to alleged genocide in 2017 committed by the Myanmar's military. The forces have insisted that their actions were merely in response to the armed insurgency, notably by the Arakan Rohingya Salvation Army. The UN and several rights groups have documented orchestrated incidents of torched villages, mass rape and other atrocities by the military, forcing over 700,000 Rohingya to fice to Bangladesh. Rendering the lot of the Rohingya in Myanmar's Rakhine state particularly vulnerable is the denial of citizenship and the reference by nationalist sections to them as illegal Bengali immigrants. Oddly enough, arguing the defense of the junta's actions at the ICJ was Nobel Peace Laureate and Myanmar's leader Aung San Suu Kyi, whose National League for Democracy swept to power in 2015. She asserted that the Army had acted proportionately in countering the rebels and accused Gambia of misrepresenting the situation, while critics point out that she downplayed the extent of the violence and official failure to intervene. Observers highlight the absence of an explicit reference to the Rohingya in her testimony, much like her equivocation after the 2017 carnage and claims of fake news. She has even been accused of choosing to argue the defense in person with an eye on the 2020 general election. 

Lawyers representing Myanmar insisted that while violent crimes were committed during the conflict, mantives of genocide against the community could not be imputed against the authorities. The ICJ, which adjudicates disputes between countries, has handed down guilty verdicts in a few cases relating to crimes of genocide. But crucially, it has stopped short of pinning the blame directly upan sures as in the 2007 nding on the Bosnian war of the preceding decade, relying on a diffitentiation between ethnic cleansing and genocide. A decision regarding genocide relating to the atmodities against the Rohingya is not expected any time soon. The more urgent concern before the erum in Gantia's petition seeking an injunction that the violence against the community cease forthwith and the government guarantee immediate protection. Aung Suu Kyi must heed that call without reservations. 

At the end of the writing, it can be said that the justice for the Muslim minority living in Bangladesh as refugees is a time befitted question. All nations should stand up for the justice of Rohingya people.

"Pay me what you want - I am so happy to see a Bangladeshi tourist here', One street vendor in Rome, after selling a sunglass at 18 Euro to a European person, turned around and sold me a similar sunglass it 4.5 Euro. 1 wanted to pay him more, but incredible as it seems, he would not take it. I think this barely covered his cost. T was many Bangladeshis in Rome, Florence and Venice, they all had small to medium-size business.

= সম্প্রতি ইতালি সফর করে আমাদের ২০ বছরের স্বপ্ন পূরণ হলো। এটা একটি মজার শিক্ষা ছিল যে, আমি ইতালিতে বাংলাদেশিদের ব্যবহারে অপ্রস্তুত ছিলাম। তারা আমাদের প্রতি ভীষণভাবে দয়ালু ও নম্র ছিল। ফ্লোরেন্সের এক ব্যবসায়ী বিশাল ছাড়ে আমাদের নিকট পণ্য বিক্রনা করেছিল। সে আমাদের বলেছিলেন, 'আপনারা যা চান তা-ই পরিশোধ করুন- এখানে আমি বাংলাদেশি দেখে খুবই আনন্দিত'। রোমের রাস্তার এক দোকানদার একজন ইউরোপীয়ান লোকের নিকট ১৮ ইউরো দিয়ে একটি সানগ্লাস বিক্রয় করে আমার নিকট তা মাত্র ৪.৫ ইউরোতে বিক্রি করেছিল। অবিশ্বাস্য মনে হলেও আমি বেশি দিতে চাইলে সে তা নেয়নি। আমার মনে হয়েছিল, এতে তার নামে মাত্র খরচ উঠেছিল। আমি রোম, ফ্লোরেন্স এবং ভেনিসে অনেক বাংলাদেশি দেখেছিলাম যাদের ছোট থেকে মাঝারি আকারের ব্যবসা রয়েছে।

Ego-centric thinking and socio-centric thinking come in the mind of people as rational and justified. Frequently they misinterpret the meaning of the concepts to achieve their aims, but they usually don't do it.

Socio-centric thinking group can do greater harm to the greater community as their socio centric mind-set use their power in unjust and irresonable way.

Individuals can make egregious action to a very limited field whereas a group of individual's egregious action may harm larger community.

পৃথিবীর ধনী দেশগুলোতে অসমতার বিস্ফোরণ ঘটেছে তা ঠিক, কিন্তু গত কয়েক দশকে যে গরিব মানুষের জীবনে উল্লেখযোগ্য পরিবর্তন ঘটেছে তা-ও বলা দরকার। ১৯৮০ থেকে ২০১৬ সাল এই সময়ের আয়ের নিরিখে নিচের দিকে থাকা ৫০ শতাংশ মানুষের আয় দ্বিগুণ হয়েছে। ১৯৯০ সালের পর দরিদ্র মানুষের সংখ্যাও অর্ধেক কমেছে। ইতিহাসের আর কোন সময়ে এত মানুষ এত অল্প সময়ে দারিদ্র্য থেকে বেরিয়ে আসেনি। জীবনমানের উন্নতিও হয়েছে ব্যাপক। এমনকি যারা এখনও গরিব, তাদের জীবনেও একথা প্রযোজ্য। ১৯৯০ এর দশকের পর সারা বিশ্বে সন্তান জন্মদানের সময় মৃত্যুহারের অর্ধেক কমেছে। নবজাতকের মৃত্যুর হারও একইভাবে কমেছে এবং এতে দশ কোটি বেশি শিশুর জীবন রক্ষা পেয়েছে। আজ যেসব দেশে বড় ধরনের সামাজিক গোলযোগ নেই, সেইসব দেশের প্রায় সব শিশুই প্রাথমিক শিক্ষা পাচ্ছে।

The number of poor people had been declined to half after 1990. So many people in such a short time is the history did not come out of the poverty. Radical change has occurred in the life style of people This is true even if those are poor. Number of death has declined to half during child birth Similarly, the rate of death of the newborn baby has also declined and for this ten crore lives are safe. Around all the children are getting primary education in those countries which are free of big social turmoil's.

Bangladesh - a country of potentials whose economy is mostly led by the entrepreneurs of young generation. There are a lot of Bangladeshi young people with high level of energy and enthusiasm. So it is good time for the country to explore its entrepreneurial prospects and capacity. Bangladesh is now a country of huge young population i.e. it has a strong workforce One third of its population is young people who are capable to work right now. They can make any revolutionary change in the economy of the country. But to be an entrepreneur, it is not necessary to be a graduate from business school. Any student from any discipline can be an entrepreneur. Entrepreneurship is an art. Only self-motivated people have the passion to make entrepreneurial excellence. A very small initiative can make a huge difference. It is good to see that the young entrepreneurs are coming forward to initiate startups. Even through they know that is a very challenging task. Managing adequate fund is one of the major challenges for young entrepreneurs. In maintain all initial costs, an entrepreneur needs to engage fund for the longer period as there is no chance to flow cash against these costs. In fact there are only a few funding options for the young entrepreneurs to start their ventures. Many of the young aspirini entrepreneurs can not start their ventures because of insufficient fund. Consequently, many good and potential business ideas are not being implemented even though these ideas may base brought credible positive changes in society as well as in the economy of the country.

In the end, it is conceivable that there are few funding options for the Bangladeshi entrepreneurs and this is not adequate to create an entrepreneurial friendly eco-system in the country. Till now, funding is considered as one of the major barriers to entrepreneurship. Easy access to funding can play a significant role to increase youth entrepreneurship in Bangladesh.

Bangladesh Bank performs all the functions that a central bank of any country is expected to perform and such functions include maintaining the price stability through economic and monetary policy measures, managing the country's foreign exchange and the gold reserve and regulating the banking sector of the country. Like all other central banks across the globe. Bangladesh Bank is both the Government's banker and the banker's bank, a 'Lender of the last resort'. Bangladesh Bank, like most of the central banks of different countries, exercises monopoly over the issue of currency and banknotes. Bangladesh Bank has been entrusted with all the traditional central banking functions including the sole responsibilities of issuing currency, keeping the reserves, formulating and managing the monetary policy. 

With the provisional constitution of Bangladesh Bank order 1972. Bangladesh Bank exercises all powers of regulate commercial banks. These roles are as follows: 

1) Restrictions on branching and new entry; 

ii) Restrictions on pricing (interest rate controls and other controls on prices or fees); 

iii) Restrictions on the portfolio of assets that banks can hold; 

iv) Compulsory deposit insurance (or informal deposit insurance, in the form of an expectation that government will bail out depositors in the event of insolvency); 

v) Capital-adequacy requirements; 

vi) Reserve requirements (Requirements to hold a certain quantity of the liabilities of the central bank). 

vii) Requirements to direct credit to favored sectors or enterprises. 

viii) Special rules concerning mergers or failing banks. 

Central bank is an apex institution in the banking system. The main objective of the central bank is to control regulate and stabilize the banking and monetary structure of the country.

Bangladesh police is the core law enforcement agency of Bangladesh. If plays the prime and pivotal role in maintaining law and order of the state. Though police is primarily concerned with maintaining law and order assuring security of public life and property. Bangladesh police, the single most institution entrusted with the responsibility of ensuring rule of law and human rights, is at a cross-road to promote itself to a height to adopt. The role of service rather than force, devoted to providing reassurance of service delivery, flexibility to community wishes, cares and social justice.

But common perception that prevails in our society is somewhat different. Though our police force as a whole left a positive impression in the minds of the people, they don't see the police as problem solvers. The citizens go to the police for seeking help when they have nothing else to do. So, the people at the helm also feel that the police will have to become more people friendly. 

The number of helpless and help-seeking people is greater than the number of criminals in the country. So police officials should behave with the people in such a way that all are not criminals. People want the police to be more people-friendly and humane. People want to see the police as their helpers; not someone who scares them. During British period, police force were used as a tool for ruling people, not serving them. 

The practice in the post-colonial eras has not changed. Some rulers of the world use them as a tool for surpassing any protest or uprising against them. So the ruler in power need to stop using the police as a political tool, otherwise they will not be people-friendly. Every police officer shap behave with people with due courtesy and decorum. They should guide and assist people whe are found in helpless condition. They should provide all requisite assistance to victims of crim and of road accidents. They should preserve, promote and prefect human rights and interests of weaker sections, backward classes, poor, weak and the downtrodden. Thus, they will become the force of people.

Amazon rainforest, the world's largest rain forest contributes almost 20 percent of the earth's oxygen, had been burning for over 16 days resulting in a major loss of trees and biodiversity, Though forest fires are common in the Amazon during the dry season. The year 2019 has see an unprecedented rise in the number of fires and their intensity. The worrisome fact is that the burning has increased at a time when there is a huge decrease in the rates of deforestation in Brazilian Amazon. 

According to some environmentalists, 99 percent of the forest fires are a result of human actions, either on purpose or by accident. Formers and ranchers use fire generally to clear the land for further utilization. Amazon rainforest, considered to be as the planet's lungs as contributes about 20% of the earth's oxygen, is vital to slow down global warming. The rainforest is currently home to uncountable species of fauna and flora. 

The Amazon is the largest rainforest in the world, and may be home to a quarter of the earth's land-bound species. If it keeps burning, it is likely to turn into a completely different ecosystem with fewer trees and different species of plants and animals. Many trees will die and animals will lose their habitat some species might disappear from the area entirely. While the Amazon fires are not going to deplete the Earth's supply of oxygen, they will release large amounts of carbon dioxide into the atmosphere. 

To protect the Amazon forest from new fires, the governments responsible for protecting it must clamp down on deforestation. But countries around the world need to raise their voice about the devastating fire in the rainforest. According scientists, the Amazon rainforest fire could deliver a huge blow to the global fight against climate change. The fire will not only result in a major loss of trees and biodiversity but also releases excess co, into the atmosphere. The forest fires also release pollutants including particular matter and toxic gases. So due authorities should take extra measures to protect the forest as it is the home to 40% of the world's tropical forest and holds 20% of the world's freshwater supply.

As tension between the United States and Iran fuel fears of war, economist and international relations experts warn that any armed conflict between the countries will deal a blow to Bangladesh's export-import, and overseas job market in the Middle East. Oil prices have already started going up and if it continues, global economy, including that of Bangladesh, will witness a downturn. 

Bangladesh heavily depends on migrant remittance and oil import from the Middle East which has over half of the world's proven oil reserves, white the United States is one of Bangladesh's largest export destinations. So, Bangladesh will suffer if oil prices rise. Thus, if a war breaks out and it spreads across the Middle Eastern regions and prolongs, it will have an adverse impact on our economy. 

In Bangladesh, the price of liquefied petroleum gas has increased by 20% at retail stores after the rise in oil prices in the international market. This happens because any rise in gas and oll prices will affect the prices and supplies of the commodities.

২৪.১২.২০১৬ তারিখে প্রকাশিত বাংলাদেশ ব্যাংকের স্মারক নং ১৩৮.২০১৯.০৮.২০২০ তে প্রকাশিত বিজ্ঞপ্তিতে ব্যারে সুদের হার এক (১) অংকে নামিয়ে আনার চূড়ান্ত সিদ্ধান্ত নেওয়া হয়েছে। বেসরকারি খাতে বিনিয়োগ খরা কাটাতে দীর্ঘদিন ধরে সরকারের পক্ষ থেকে ব্যাংক ঋণের সুদহার কমিয়ে ১০ শতাংশের নিচে নামিয়ে আনার কথা বলা হচ্ছে। দেশের বিনিয়োগ খাতকে ত্বরান্বিত করার জন্য ও এই খাতে অর্থের সরবরাহ বৃদ্ধি করার জন্য ঋণের বিপরীতে সুদের হার এক (১) অংকে নামিয়ে আনা ছিল একটি সময়ের দাবি। ঘনবসতিপূর্ণ ও বহুল বেকারত্ব এই দেশে কর্মসংস্থানের সুযোগ বাড়াতে শিল্প ও কর্মসংস্থানমুখী খাতের প্রসার অত্যন্ত জরুরী। কিন্তু উচ্চ সুদ হারের কারণে এই দেশে শিল্পখাত তেমনভাবে বিকশিত হতে পারে নি। কারণ বাংলাদেশে ব্যাংকিং খাতে সবচেয়ে বেশি সুদের হার প্রয়োগ হয়ে আসছে। পাশাপাশি চক্রবৃদ্ধি সুদ থাকার রপ্তানি বাজারে প্রতিযোগিতার সক্ষমতাও কমে যাচ্ছে। ফলে ব্যবসায় লোকসান গুণে অনেকেই খেলাপী ঋণের চক্রে আবদ্ধ হয়ে পড়ছেন। এই অবস্থা থেকে উত্তরণে এক অংকের সরল সুদের হার কার্যকর ভূমিকা পালন করবে। আগামী জানুয়ারি ২০২০ সাল থেকে বাংলাদেশ ব্যাংকিং খাতে ঋণের সরল সুদ ব্যবস্থা প্রবর্তনের মাধ্যমে নতুন যুগে পদার্পণ করবে ব্যাংকিংখাত। এর আগে বাংলাদেশ হাউজ বিল্ডিং ফাইন্যান্স কর্পোরেশনে সরল সুদ চালু থাকলেও শিল্প তথা উৎপাদনমুখী খাতে এই সুযোগ ছিলো না। 

সরলসুদ ও এক (১) অংকের সুদের হার এর সুফলঃ 

• খেলাপী ঋণের পরিমাণ কমবে। 
• ঋণের বোঝা কমবে। 
• কর্মসংস্থানের সুযোগ সৃষ্টি হবে। 
• বিনিয়োগ বান্ধব পরিবেশ সৃষ্টি হবে। 
• শিল্প ও সেবাখাতের প্রসার ঘটবে। 
• ব্যাংকিংখাতে স্থিরতা ফিরে আসবে। 
• পুনঃ তফশিলীর পরিমাণ কমবে। 
• রপ্তানির পরিমাণ বাড়বে। 

এজন্য, প্রিমিয়ার ব্যাংক লিমিটেড এর সকল গ্রাহকদের অবগতির জন্য জানানো যাচ্ছে যে ঋণের ক্ষেত্রে সুদের হার কমিয়ে আনার কারণে একটি বিনিয়োগ বান্ধব পরিবেশ সৃষ্টি হবে। একই সাথে ঋণের বোঝা কমে যাওয়ায় পূর্বের চেয়ে কম টাকা পরিশোধ করতে হবে। যা গ্রাহকদের জন্য অত্যন্ত স্বস্তিকর। এ অবস্থায় সম্মানিত সকল গ্রাহকদেরকে এই ঋণের সকল সুবিধা গ্রহণ করে দেশ ও জাতির কল্যাণে মূখ্য ভূমিকা পালন করার জন্য আহ্বান যানানো যাচ্ছে।
